【摘要】:Inordertoensuredataconsistency,itisimportanttousestandardizedterminologyanddefinitionsindescribingoilingconditions.Thisguideprovidesatemplateforthatpurpose.Dataonoilingconditionsatashorelineareneededtoprovideanaccurateperspectiveofthenatureandscaleoftheoilingproblemandtofacilitatespill-responseplanninganddecisionmaking.Dataonoilingconditionswouldbeusedinassessingtheneedforcleanupactions,selectingthemostappropriateresponsetechnique(s),determiningprioritiesforcleanup,andevaluatingtheendpointofcleanupactivities.Mechanismsbywhichdataarecollectedmayvary(seeGuideF1686).Theymayincludeaerialvideosurveysorground-levelassessmentsurveys.Thecompositionandresponsibilityofthesurveyteamwilldependontheresponseorganizationandobjectives.Themagnitudeandtypeofdatasetscollectedmaylikewisevarywiththenatureofthespillandoperationalneeds.Consistentdatasets(observationsandmeasurements)onshorelineoilingconditionsareessentialwithinanyonespillinordertocomparethedatabetweendifferentsitesorobservers,andtocomparethedataagainstexistingbenchmarksorcriteriathathavebeendevelopedtoratethenatureorseverityoftheoiling.Totheextentpossible,consistencyisalsodesirablebetweendifferentspills,inordertobenefitfrompreviousexperiencesandcleanupdecisions.Itisrecognizedthatsomemodificationsmaybeappropriatebasedonlocalorregionalgeographicconditionsoruponthespecificcharacterofthestrandedoil.1.1Thisguidecoversthestandardizedterminologyandtypesofobservationaldataandindicesappropriatetodescribethequantity,nature,anddistributionofoilandphysicaloilingconditionsonshorelinesthathavebeencontaminatedbyanoilspill.1.2Thisguidedoesnotaddressthemechanismsandfieldproceduresbywhichthenecessarydataaregathered;nordoesitaddressterminologyusedtodescribetheculturalresourceorecologicalcharacterofoiledshorelines,spillmonitoring,orcleanuptechniques.1.3Thisguideappliestomarineshorelines(includingestuaries)andmayalsobeusedinfreshwaterenvironments(riversandlakes).1.4ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.

【摘要】:Thispracticeisaguidelineforpropermaterialsandprocessselectionandapplication.Thespecificapplicationoftheseguidelinesmusttakeintoaccountcontractualagreements,functionalperformancerequirementsforparticularprogramsandmissions,andtheactualenvironmentsandexposuresanticipatedforeachmaterialandtheequipmentinwhichthematerialsareused.Guidelinesarenotreplacementsforcarefulandinformedengineeringjudgmentandevaluationsandallpossibleperformanceanddesignconstraintsandrequirementscannotbeforeseen.Thispracticeislimitedtounmannedsystemsandunmannedorexternalportionsofmannedsystems,suchastheSpaceStation.Generally,itisapplicabletosystemsinlowearthorbit,synchronousorbit,andinterplanetarymissions.Althoughmanyofthesuggestionsandcautionsareapplicabletobothunmannedandmannedspacecraft,mannedsystemshaveadditionalconstraintsandrequirementsforcrewsafetywhichmaynotbeaddressedadequatelyinunmanneddesigns.Becauseoftheaddedconstraintsandconcernsforhuman-ratedsystems,thesesystemsarenotaddressedinthispractice.1.1Thepurposeofthispracticeistoaidengineers,designers,qualityandreliabilitycontrolengineers,materialsspecialists,andsystemsdesignersintheselectionandcontrolofmaterialsandprocessesforspacecraft,externalportionofmannedsystems,orman-tendedsystems.Spacecraftsystemsareverydifferentfrommostotherapplications.Spaceenvironmentsareverydifferentfromterrestrialenvironmentsandcandramaticallyaltertheperformanceandsurvivabilityofmanymaterials.Reliability,longlife,andinabilitytorepairdefectivesystems(orhighcostanddifficultlyofrepairsformannedapplications)arecharacteristicofspaceapplications.Thispracticealsoisintendedtoidentifymaterialsprocessesorapplicationsthatmayresultindegradedorunsatisfactoryperformanceofsystems,subsystems,orcomponents.Examplesofsuccessfulandunsuccessfulmaterialsselectionsandusesaregivenintheappendices.
